With reference to your Despatch No. 351 of the
19th. November, 1912, I have the honour to transmit a copy of the
Bill relating to Asiatic Emigration which has been revised by the Attorney-General, with a Memorandum dealing with the scope of the
Bill.

Mr. Bucknill points out that the Lemorandum is
divided into two parts. One a very general comparative statement comparing the existing law with the new Bill and marking the principal differences between them. The other consisting of a detailed tabulated statement showing in two comparative colume firstly what happens to each section of the existing Ordinance and secondly to what portion of the existing law each section of the New Bill owes its origin or with which it may be compared.

As regards the paragraphs of your Despatch
under reference, I have to remark as follows:- Paragraph 2. All references to Contract Emigrants are omitted in
this Bill.

I beg to refer you to the provisions in the Bill concerning Emigration Boarding Houses from which you will observe that the restrictions imposed under those sections are applied only to Assisted Emigrants. Mr. Saunders' remarks have been considered and in
